CAPITOL HILL – As the United States enters day 20 of a government shutdown, congress is frustrated with a president they perceive doesn’t keep his word negotiating.

Sen. Patrick Leahy (D-Vt.) of Vermont speaks of his frustration about Senate Majority Leader Mitch McConnell not bringing up bills passed by the House of Representatives to open the government.
